I would disagree with that, I think they did it for 5 years at least. At any rate, here's Mike Triplett of Nola.com/The Times Picayune to make his case.

The New Orleans Saints had by far the best performance of any team in the NFL draft from 2006-2008, according to a recent study by ESPN.com. The website went back and "re-drafted" every player during that three-year stretch, then graded the teams based on the value of their picks.
The Saints earned a grade of plus-266. The next best teams were the Green Bay Packers at plus-224, the Indianapolis Colts at plus-223 and the Denver Broncos at plus-206. Only 13 NFL teams ended up with plus grades. Eighteen teams earned minus grades, including the Seattle Seahawks, who were by far the worst at minus-600.
The Saints' lofty grade should come as no surprise. As we wrote about before this year's draft, the Saints and General Manager Mickey Loomis have been universally praised for their draft success over the past decade, especially since 2006.
